Head of Field Operations & Rollout Governance – AMI Gas Program

Lead and govern end-to-end field rollout of 2.5 million AMI gas meters, ensuring controlled execution, inventory integrity, productivity optimization, GIS alignment, LoRa Gateway deployment, consumer coordination, and real-time dashboard governance. The role ensures achievement of up to 1 million installations annually.

• Establish and govern the end-to-end rollout framework covering planning, readiness, deployment, QA/QC, activation, and acceptance.
• Lead the cluster-based rollout strategy to achieve up to 1M meter installations per year, with defined milestone governance at cluster and regional levels.
• Conduct executive governance reviews with Azerigaz leadership and oversee contractor performance scorecards.
• Define and enforce operational SLAs and KPIs; monitor Plan vs Actual performance (daily/weekly/monthly) and field productivity metrics.
• Govern installation quality through MOS standards, QA audits, and structured compliance verification against contractual obligations.
• Ensure validation of digital field evidence (GPS, seals, photos, logs) and lead corrective actions and quality evaluations.
• Oversee device commissioning and onboarding into HES/MDMS, ensuring successful first read, connectivity, and telemetry validation.
• Validate synchronisation and integration across GIS, HES, WFM, MDMS, and telecom networks (LoRa/NB-IoT backhaul).
• Establish master data controls, serial-level traceability, and exception management for failed activations, NC meters, and data mismatches.
• Govern end-to-end inventory and logistics control (warehouse to field to activation), including stock reconciliation and material consumption tracking.
• Ensure cluster readiness validation, SLA compliance, and formal monthly acceptance and contractual milestone approvals.
• Manage final handover to O&M, ensuring complete documentation, reconciliation, and contractual closure evidence.

Qualifications:

• Bachelor’s Degree in Engineering (Electrical / Electronics / Mechanical / Instrumentation or equivalent).
• 8+ years of experience in large-scale utility or infrastructure rollout programs
• Minimum 5 years leading high-volume field deployment operations (>500K installations preferred).
• Experience in AMI systems, GIS integration, field mobility platforms, and telecom coordination (LoRa / NB-IoT).
• Strong expertise in inventory governance and operational performance analytics.
• Fluent in Azerbaijani and good level of English (written and spoken); Russian is an advantage.
